It would be awesome if we had a central way of blocking/allowing number either on the domain or either tenant level. API access to do so would also. be helpful
This is an upcoming feature in v44.2 that we will be implementing soon. It will affect all user-based call routing in the domain and will be updated through a button in the domain call history.

This is a no-brainer. Blocking numbers across a domain for all users individually is currently quite cumbersome...
