Call Forward at Carrier Level

Allow white label partners the capability to do a call forward at the carrier level in the event that there is a outage that prevents pbx forwards from working correctly.

Not sure how they do it, but SkySwitch has a separate Emergency Number Forwarding portal that we are able to log into. We can add a SS DID and add a DID we want it to forward to when enabled. During an outage, we just have to go into that portal and enable the forwarding.
